        春华秋实，岁序更替。值此2024年春节来临之际，东莞市科学技术局谨向在莞工作生活的外国专家及家人朋友们致以最诚挚的新春祝福！

        2023年是全面贯彻党的二十大精神的开局之年，在百舸争流加速奔跑的竞争格局中，我们铆足干劲、脚踏实地、迎难而上，积极推动各项工作高质量发展。

        这一年，我们立足“科技创新+先进制造”城市定位，积极出台东莞市境外高端人才个税补贴政策，不断优化外国人来莞工作许可服务机制，鼓励支持更多外籍人才来莞追梦筑梦、成就事业。我们坚持以人民为中心的发展思想，进一步优化业务办理流程和精简业务申请材料，推动实现境外流程与境内流程一体化办理，深化实施工作许可与居留许可“一窗办理”等，为外籍人才来莞就业发展提供更高效、更便捷的贴心服务。我们坚持“聚天下英才而用之”的人才理念，开展形式多样的科技和人才交流活动，如组织“聚焦松山湖 走进散裂中子源”活动、举办“情暖元宵 暖心家园”活动等，进一步提升东莞的科技文化吸引力和向外国友人传递“东莞·家”的理念。

Chinese New Year Greetings to Foreign Experts and Friends in Dongguan

Dear foreign experts and friends,

Flowers bloom in spring while fruits are borne in autumn, preparing to ring in the Spring Festival（Chinese New Year). As the Chinese New Year 2024 is approaching, the Dongguan Science and Technology Bureau would like to express the sincerest New Year greetings to foreign experts, as well as your family members, living and working in Dongguan!

2023 was the year when the spirit of the 20^th National Congress of the Communist Party of China started being fully implemented. Facing the cut-throat competition, we have striven to meet all challenges in a down-to-earth manner, actively promoting the high-quality development of all kinds of work.

Over the past year, based on our urban orientation - “technological innovation + advanced manufacturing”, we have actively introduced an individual income tax subsidy policy for foreign high-end talents working in Dongguan, kept optimizing the work permit system for foreigners, and done many other things to encourage more foreigners to build their dreams and start businesses in Dongguan. Adhering to the idea of people-centered development, we have further optimized the service procedure and application procedure, making it possible to integrate foreign and domestic handling procedures; further implemented the “one-window handling procedure” for work permit and residence permit application, providing more efficient, convenient and thoughtful service for foreign professionals employed in Dongguan. Upholding the talent concept of “bringing together talented people from all over the world”, we have carried out a variety of scientific and technological activities, as well as those for talent exchange, including the “Focus on Songshan Lake and Into the Chinese Spallation Neutron Source”, “Warmhearted Lantern Festival for Family Reunion”, and so on, making Dongguan more attractive technologically and culturally, and raising our foreigner friends’ sense of belonging to Dongguan.

In the New Year, we will continue to strengthen policy innovation, constantly optimize our service mechanism, promote talent exchange, set a larger stage and provide stronger support for our foreign friends working in Dongguan. We sincerely hope that all foreign experts and friends will, as always, show care and support for the innovative development of Dongguan, and join hands with one another to contribute wisdom and strength to the construction of Dongguan into an international science and technology innovation center and high-level talent highland in the Guangdong-Hong Kong-Macao Greater Bay Area!
